What we do

The Utilities Maintenance Division is responsible for operating and maintaining over 300 miles of water and sewer lines within the City.  This includes fire hydrants, valves, manholes and lift stations.   Utilities Maintenance is also responsible for locating and repairing Inflow & Infiltration (I&I) problems, as well as tracking Backflow device inspections throughout the City.

Thomas Johnson Jr

Thomas started his career in Public Services with the City of Jacksonville in 2003. He has served in several positions within the Utilities Maintenance Division.  Some of those positions include Maintenance Worker in the underground lines side of the division; Utilities Maintenance Worker II & III in the Plants Maintenance section; Thomas was promoted to the position of Plants Mechanic eventually earning the position of Lead Plants Mechanic. Thomas then made the venture to the Technical Operations side of the division as the Inflow and Infiltration Analyst (I & I). After several years in this position, finding defects and minimizing I & I in the collections system via the use of robotic cameras and smoke testing, Thomas was chosen as Utilities Maintenance Supervisor. His passion to provide excellent customer service eventually earned him his current position of Utilities Maintenance Superintendent.
